This is nothing more than a "boondoggle"! Google it!
To quote Mr. Benavidez "It does not pass the smell test!" and it's more of a "paid vacation" at taxpayers expense than anything else!
Meanwhile, the SBPD is operating without a contract and the SBFD is understaffed and under equipped! But, City Administration did remember to budget money for "international travel" way back last summer!
As Sara Palin and John McCain like to say, "You can put lipstick on it, but...."

The Valley Morning Star's resident Stooge for Snowcone Joe aka 'Amarillo Slim' Del Valle manipulates the VMS editors and their version of what is supposed to be unbiased reporting.
Actually, this is the 3rd comment I have posted that is quickly archived so that unless you have the exact link, you can not view it or read it.
I have asked the VMS online editor why my comments have been quickly archived while comments by others remain with the article!
They claim that nobody at VMS has been archiving my comments!
