Rescinded previous City Commission approval on October 18, 2011 to purchase police patrol cars. The firm City Country Financial turned up to be a broker representing Sun Trust , an out of state firm. In my opinion, this just another case of bad management. Every decision requiring expenditures by the City Commission is a rush job requiring immediate approval.

Considered 1st reading of Ordinance No. 2478. This ordinance authorizes the sale of tax notes paid by ad valorem taxes. This is to fund the $315,000 for the purchase of the police vehicles. The interest rate will be 1.843%. There will also be an additional fee for the City’s financial consultant but no amount was mentioned. We probably won’t know what the real cost will be until everything is said and done! The reason for the rush per Mr. Lara is the price quotes from the dealership are valid only until the end of the year.

Approved the use of $315,000 from the Reserve Fund to purchase the police vehicles! Reserve Fund will be replenished once the Tax Sale is completed! The tax sale won’t be closed until Dec 22.

Approved the setting up of a committee to study the possibility of amending the City Charter. Mayor Joe made his standard spiel that the City Charter is too vague and needs to have clearer language!
Commissioner’s Elliott, Sanchez, and Villafranco voice their concern about who would select/appoint the members of the committee. Although he already knew what the answer was, the Mayor deferred to the City Attorney for an opinion. Of course, the attorney repeated what the City Charter already states, “The Mayor makes the appointments with the approval/ratification by the City Commission.
We’ll see what happens but I predict the Mayor will have the final say as to whose name will be put up for a vote to serve on the committee.

The SBFD has requested to “Meet and Confer” with City Management under Chapter 142 of the Local Government code. A petition with 26 of 27 firefighter signatures was submitted to City Administration with the request.
The Commission passed a motion to request a “Certified Election” by the SBFD to be presented to the City Commission to determine how many members of the SBFD approve of the process of
“Meet and Confer”. Meet and confer is actually a good process where the two parties sit down and try to resolve any issues without going through a lawsuit, kind of like mediation. There is no obligation from either party. Anybody can walk off the discussion table at any time. “It is not Collective Bargaining”! That is a separate process.

The City Manager was tasked tomeet with Bonnie Dominguez from Sun n Fun to work out a plan where Fun N Sun will not be billed the $10 fee on “Vacant Lots”. Why anyone would want to assess a fee for a vacant lot that is not generating any revenue for the owner escapes me but what do I know!
