He either does not have an attorney or he is not following his attorney's advise to remain silent because he is basically admitting to breaking the law by allowing the snow cone operator to hook up to his water line!
"Hernandez argues there are dozens of other businesses in the city doing the exact same thing." So basically he is admitting to having knowledge, as the Mayor of the city, that other businesses were violating the City Ordinance and he said or did nothing!
