Alot transpired at the CC mtg. last night, Monday, July 11.
The top topic for me was the Workshop discussion of the SSO Initiative Program (Sanitary Sewer Overflow, which is the reason for CO's (Certificate of Obligation) and GO's (General Obligations)on the agenda for Wednesday night's meeting. I tried to ask the Engineer a question regarding the DR1 (Disaster Recovery Phase 1) but Mayor Her-Grumpy would not permit me. He is actually a nice guy, he just wants to show who is Mayor!
It was a very in-depth report by the City Engineer detailing all the projects that have been completed and the ones that need to be started. The report on the deteriorating condition of the sewer drainage pipes and man-holes was something else. Some of these pipes are/were made of clay and some have completed disintegrated due to their age. They were installed in the 1930's.
Some manholes were actually constructed with bricks. When some manholes were opened during the smoke testing, all that was left in the manhole was the dirt hole, no bricks.
He also presented photographs of the condition of some of these pipes.
The presentation was a Powerpoint presentation that the City Engineer is trying to clean up (he edited it during the presentation) and get approval from his Engineering firm to release the PPT presentation.
The actual Engineering Report is a 6 inch thick binder with color pictures and DVD videos taken during the inspection of the pipes and smoke testing. I am trying to get a mtg scheduled with the City to view the videos at City Hall.
The reason it took so long for this report is that the San Benito Wastewater Collection System is composed of approximately 1300 manholes, 40 lift stations and 88 miles of mainline sanitary sewer.
As soon as I get a copy of the PowerPoint presentation, I will post it here for your viewing.
On the issue of the Raspa Stand, there was alot of discussion about it.

The City is going to borrow their way to prosperity, and we're going to spend millions on sewer pipes? Yeah, that's a good strategy...if you happen to be the engineer.
By the way, the spill reported in the Valley Morning Star was ON PRIVATE PROPERTY, and has NOTHING TO DO with PUBLIC infrastructure.
